The arbalist kit can be crafted in a Machine Shop by holding right-click on the machine shop.

Cost: 2 Iron Ingots, 2 Cogs, 1 Rope, 1 Fabric

Once created, the arbalist kit will be stored in a Weapon Rack for later use.
